The Quentinian Intelligence Department (QUID) is the main civilian foreign and domestic intelligence and security agency of the United States of Quentin, tasked with collecting and analyzing information from around the world, enforcing federal law and gathering domestic intelligence, performing sabotage and other covert operations, and performing all counterintelligence operations. The QUID is officially organized as an executive department of the federal government, however is not represented on the Cupboard executive panel like other departments, and is not headed by an executive secretary. Unlike other nations, whose intelligence is divided into certain branches, the QUID is the only intelligence agency in the nation, besides the military intelligence agencies, and provides intelligence to numerous sources including Congress, the armed forces, and the President.

Considered by many historians as one of the most successful and influential intelligence agencies in the world, the QUID was founded in 1829 to assist the effort of the Territories of Quentin against the Republic of Megatridimensional Order in the Quentinian War for Independence. The department was successful in numerous operations during the war, giving critical information to the army and destroying supplies of the Megatridimensional military. After the war, the QUID was established under the new federal government in 1835, establishing a headquarters and executive officials. In 1842, the department officially became an executive department, however did not receive representation on the Cupboard like other departments did.

Today the QUID is still classified as an executive department, and has become much more prominent among the departments, with recent considerations being made for the QUID to become a member of the Cupboard. The department is led by its Commissioner, currently Kalvin Warner, and is organized into three main bureaus, with numerous offices underneath of those. The Commissioner of the QUID, while not on the Cupboard, is a member of the Quentinian Defense Committee and advises the Joint Subordinate Military Council, as well as the President, though informally.

Purpose

The Quentinian Intelligence Department has four main goals, which were laid out in the QUID Operating Charter with its founding in 1835. These goals are constantly changing in complexity and meaning, however are the main four purposes of the department still today:

  • Foreign and Domestic Intelligence Collection and Analysis
  • Enforcement of Federal Law
  • Counterintelligence
  • Covert Operations and Paramilitary Operations

Organizational Structure

The QUID is organized as an executive department, meaning it has three bureaus which operate underneath of it, and several offices which operate underneath those bureaus. All bureaus and offices are listed below, along with descriptions and head officials.

Bureau of Homeland and Logistics

The Bureau of Homeland and Logistics (BHL) is the bureau within the QUID devoted to homeland intelligence and federal law enforcement activities. The QUID is not the major domestic federal law enforcement agency, that being the Fort McCarthy Defense Force, however the purpose of this bureau is to assist and operate alongside the FMDF to give intelligence and investigative help. The bureau has 4 offices, and is directed by the Director of Homeland and Logistics, Lori Wiggins.

Office of Gang Activities

The Office of Gang Activities is perhaps the most continually active of all of the BHL offices, and employs specialists to continually infiltrate, monitor, and analyze data on numerous gangs operating inside the USQ. The office was originally created in the early 1900's to shut down illegal gang activities that had become prominent in the Chip Area, and weren't being handled by state authorities. After the CA Gang Agreement in the late 1920's, the office became focused more on monitoring and infiltrating the gangs, and making sure they did not commit any illegal acts other than transporting drugs and other minor activities which had become legal. The office acts mostly in the Chip Area, but also the Multi-Logan State, Kumar Area, and nearly every other state. The department's Head Gang Activities Agent is currently Doug Linints, appointed to the position by the bureau director in 2015.

Office of Federal Law Enforcement

The Office of Federal Law Enforcement is the office of the BHL which focuses on enforcing federal law with force, often joining the Fort McCarthy Defense Force in conducting raids on federal criminals and enforcing federal crimes. This office deals only with physically enforcing the law, and often receives information from and collaborates very closely with the Office of Federal Law Investigation on most cases. The current Head Federal Law Enforcement Agent is Jill Pruance.

Office of Federal Law Investigation

The Office of Federal Law Investigation is one of the main collaborating offices with other agencies, including the Office of Federal Law Enforcement, local police, and the Fort McCarthy Defense Force. The office investigates the most serious of federal crimes in the country, and gains intelligence on possible dangerous and illegal activities through human intelligence and electronic monitoring. The current Head Federal Law Investigation Agent is Leroy Brown.

Office of Capture and Detainment

The Office of Capture and Detainment is one of the more specific offices within the QUID, and works alongside the Bureau of Counterintelligence to capture and detain illegal spies or foreign agents. After the counterintelligence bureau identifies these activities within the country, this office then captures them, then proceeding to detain them in one of various facilities around the world used for detainment and punishment, which differ from normal federal jails or prison camps. The current Head Agent of Capture and Detainment is Udontis Maddagunta.

Bureau of Foreign Operations

The Bureau of Foreign Operations (BFO) is the bureau in the QUID devoted to foreign operations, including foreign intelligence gathering, sabotage and covert operations, and intelligence sharing and relationships with other nations. The BFO is the largest bureau within the QUID, and its mission closely resembles the mission of the original QUID during the Quentinian War for Independence. The Bureau of Foreign Operations consists of 5 executive offices, and the Director of Foreign Operations for the bureau is currently Levi Baker, who was appointed to the position in 2004. The director of the BFO is usually the highest qualified of the directors at the department, due to the bureau's high risk operations and necessity for secrecy. The Bureau is also a leader on the Quentinian response to global terrorism, conducting operations against terrorist forces as it would against enemy nations.

Office of Covert Operations

The Office of Covert Operations is the office of the BFO charged with executing covert operations including sabotage, assassination, theft of property or files, cyberattacks, etc. against an enemy nation. This office is often deemed a paramilitary organization by some, as the missions it conducts are usually of the violent and illegal nature. The operations the office conducts are usually assigned by other parts of the government, such as the President, Congress, Supreme Commander, etc, but sometimes come from inside the QUID itself, with the Office of Human Intelligence or Office of Signals Intelligence especially ordering the office to act on matters they believe are essential to national security. The office comes under the most international criticism of all the parts of the QUID, as some operations it conducts are officially illegal by international standards. Cyber-warfare has become increasingly one of the main goals of this office. The current Head Covert Operations Agent is April Briche.

Office of Human Intelligence

The Office of Human Intelligence is one of two BFO offices devoted to collecting intelligence from other nations, one of the main purposes of the QUID. This office focuses specifically on recruiting agents and setting up programs to collect foreign intelligence with those agents physically in the country they're collecting from. This includes recruiting contacts within foreign nations, and operating in an often clandestine manner to collect evidence and documents. While it is not in the name of the office, it also analyzes the information it collects, and distributes that information as appropriate. The current Head Human Intelligence Agent is Chidi Weidner.

Office of Signals Intelligence

The Office of Signals Intelligence is the second of the two BFO offices devoted to collecting foreign intelligence, however this office focuses on collection of intelligence artificially, such as with spy satellites, digital hacking, or radio and Megaconn monitoring. This office is one of the newest offices of the department, having been formed in 1901 during the Great Venturian War, and is one of the fastest developing offices in the department as well. It recruits agents to operate complex systems of spy satellites, tapping, and hacking, and then analyzes the information it collects, passing it on to the correct authority such as the Commissioner or another agency. The current Head Signals Intelligence Agent is Avanti Geller.

Office of Foreign Intelligence Relations

The Office of Foreign Intelligence Relations is one of the more diplomatic offices within the BFO, and works to develop agreements and projects with other foreign intelligence agencies, to better combat enemies and share mutually advantageous information. This includes managing the ATADO Intelligence Accords, which agrees to share bases and mutually beneficial intelligence between all members of the Asperian Trade and Defense Organization, along with several other agreements, including the Braintree Agreement with Ravensonia and the recently declassified Civil Eyes Agreement with civilian organizations within numerous Zwakazian nations. The current Head of Foreign Intelligence Relations is Casey Masonsen.

Office of Foreign Assets Protection

The Office of Foreign Assets Protection is a unique office within the Quentinian Intelligence Department, as it operates as a part of the Bureau of Foreign Operations as well as the Bureau of Counterintelligence. This is because this office works to protect Quentinian assets such as machinery, documents, important systems, and even people, a job of the Bureau of Counterintelligence, however does this work overseas, requiring the resources of the Bureau of Foreign Operations. The current Head Agent of Foreign Assets Protection is Quentin Falkekx.

Bureau of Counterintelligence

The Bureau of Counterintelligence is the least classified bureau in the department, and because of the popular and defensive work it does, is also the most accepting of the three bureaus in terms of employees. The bureau protects the nation against covert operations and intelligence missions in numerous subject areas, including protecting against cyberattacks, protecting important officials, protecting documents, supplies, and other essential equipment, protecting against terrorist attacks, and apprehending foreign intelligence agents. The counterintelligence bureau has the most offices underneath of it, a total of seven, because of the wide extent of its operations, and also has the most employees. The current Director of Counterintelligence is Tyler Falkekx, who was appointed to the position in 2013.

Office of Cyber Defense

The Office of Cyber Defense's mission is fairly straightforward, as it aims to protect the nation against cyberattacks from other nations. The office takes preventative measures, including establishing firewalls and other securities on government, military, and essential public systems, and catching hackers by determining their location. The current Head Cyber Defense Agent is Kumar Esmail.

Office of Personnel Protection

The Office of Personnel Protection is the office of the counterintelligence bureau tasked with protecting the most important of government, military, and public figures from assassination, kidnapping, or infiltration. The QUID, together with the Fort McCarthy Defense Force's Shadow Service, works to protect essential figures such as the President, Congresspersons, members of the Cupboard, the Supreme Commander, Supreme Deciders, and others against these attacks. The current Head Agent of Personnel Protection is Kyle Anderson Sr.

Office of Intelligence Protection

The Office of Intelligence Protection is the office tasked with counterintelligence in the most traditional sense of the word, that being protecting QUID intelligence and documents, as well as United States of Quentin government information overall, from foreign espionage and intelligence agents. The Office of Intelligence Protection accomplishes this by continually monitoring and protecting digital intelligence, along with the Office of Cyber Defense, defending against physical intelligence operations to gain the theft of documents, and protecting radio and other communications from attack. The current Head Intelligence Protections Agent is Lacie Quill.

Office of Counter-Sabotage Operations

The Office of Counter-Sabotage Operations is focused on protecting physical systems, locations, and stockpiles from sabotage or other harm by foreign agencies. This includes assets like satellites, buildings, weapons, machinery, etc. The office protects these things by establishing resident agents at essential sites, and continually monitoring them, especially at risk sites. Some known examples include all USQ military installations, all federal forts and stockpiles, and most sites belonging to the National Space Exploration Corps. The current Head Agent of Counter-Sabotage Operations is Terry Vinovich.

Office of Homeland Anti-Terrorism

The Office of Homeland Anti-Terrorism (OHAT) is the only office in the QUID devoted entirely to fighting terrorism, though the Office of Covert Operations of the Bureau of Foreign Operations also includes fighting foreign terrorist groups in its mission. The OHAT is devoted to preventing terrorism in the United States of Quentin, and is the prime authority in airport checks, identification stops, and sometimes enforcement of immigration policies and other federal laws. The main function of the OHAT, however, is to constantly communicate with the other offices and bureaus of the department, especially the intelligence-gathering branches, and analyze any data containing the possibility of terrorism. If there is an attack planned or a group the department finds out about, the OHAT then takes action to prevent the group from causing harm. The current Head Homeland Anti-Terrorism Agent is Madeleine LaCoss.

Office of Foreign Agent Apprehension

The Office of Foreign Agent Apprehension is the last office of the Bureau of Counterintelligence, and this office attempts to find enemy agents, operatives, and contacts within the USQ and apprehend them. This includes saboteurs, thieves, collectors of information, and assassins, and this office often has the most dangerous of jobs of all counterintelligence offices. The office does not include terrorists in their mission, and only focus on finding and apprehending foreign agents working, either officially or unofficially, for a foreign sovereign nation. The current Head Foreign Agent Apprehension Agent is Dave Walsh.

Origins

The QUID was created in 1829, when the USQ was the Territories of Quentin, Territories under the control of the Republic of Megatridimensional Order. During that time, the Territories had declared their independence from the MTO, and were fighting the Quentinian War for Independence over recent taxes and the issue of independence. The Territorial Assembly, the leading governmental body of the Territories, created the QUID in 1829 to destroy MTO weaponry and supplies, and gather information on military operations to support the overall war effort. In those early days, the QUID was able to destroy many munitions of the MTO, as well as getting behind their lines, and sometimes even into the MTO itself to accomplish their missions. They were so successful that many historians believe the QUID inspired the MTO to enhance their own intelligence operations in later years.

After the Territories became the United States of Quentin in 1830, the QUID continued to operate and grow, recruiting new members and establishing a permanent base in Mechanicsburg, as well as setting up a command structure with leaders. In 1838, 3 years after the Department of Foreign Affairs was established by the House of Bureaucrats, the QUID became a federal department by order of President George Firedawn. The QUID has some of the qualities of an executive department (i.e. leaders appointed by the President, large number of employees) except for two: The fact that it operates under and reports to another department, the Foreign Affairs Dept., and the fact that they have no secretary in the Cupboard, both things that indicate an executive bureau.

Regardless of all this, it is officially recognized as an executive department. After being recognized as such in 1838, President Firedawn proceeded to appoint the first Commissioner of the QUID, Matthias Charleton in 1839, who in turn established the first QUID intelligence center in Mechanicsburg, one of their three contemporary bases. The Bakersfieldville branch was established in 1899, and the organization's final base was established in 1909, in Rodriguezville.

The Quentinian Intelligence Department established its first training facility in 1902, after early efforts against gangs in the Chip Area proved fruitless. The first school, the Federal University of Intelligence (FUI), was focused on how to successfully infiltrate these gangs, and eventually topple their influence in the area. After the success against the gangs in the 1920's, the QUID established several more schools, including the Fort McCarthy Federal Intelligence College in 1935, the Rodriguezville Federal Foreign Operations University in 1967, and the Desert School of Homeland Defense in 1989. These schools are all associated with the original Federal University of Intelligence, which is located in Bourensfort, GA.

Students are selected from these schools after attending high school, and are selected for intelligence and patriotism, among other qualities. After being identified, they attend the FUI in Bourensfort, and are taught both the basic and advanced qualities and methods of espionage and counterintelligence in all subject areas, being assessed throughout. After graduation, these students then either go directly into the service, or choose one of the three other schools for further training.

Relationships with Foreign Intelligence Services

As the United States of Quentin has cordial relations with many nations on Venturia, the QUID operates alongside and in cooperation with many foreign intelligence agencies whose home nations are allies of the USQ. These include all members of the Asperian Trade and Defense Organization, who signed the ATADO Intelligence Accords in 1986, sharing mutually beneficial intelligence and cooperating on operations beneficial to all. These include Allia's Ministry of Intelligence and Research (MIR), and its Ministry of Intelligence Operations (MIops), Docneighland's Directorate of People's National Security (DPNS), the Iridium Coast's Beffellow's Eyes and Organization of Public Coastal Knowledge (OPCK), Carkhia's National Intelligence Service (CNIS) and Prince Jaron League (PJL), and Xevenia's Johansson Intelligence Force (JIF) and Xevenian National Forest Service (XNFS).

Ravensonia is also in ATADO and is included in the agreement, however the USQ and Ravensonia have a special agreement between the two governments. Called the Braintree Agreement, this agreement essentially allows the QUID and Ravensonia's National Intelligence Service (RNIS) to operate as if they were one organization, sharing the same information servers and cooperating on numerous operations, often involving the security of the Sea of Stratigeo. While New Sketherlands, an observer of the ATADO, is not part of the accords, the nation and the USQ have a special relationship as well with the Mutual Learning Force Agreement agreeing to share mutually beneficial information and coordinate operations alongside each other.

With other foreign intelligence forces the United States of Quentin is not cordial with, such as the MTO's DDADD, Paladinia's Agency of Secret Services (ASS), Gallanathia's Foreign Intelligence Task Force (FITS) and Special Directorate of Public Intelligence (SDPI), and Nista Federation's Kaddenleusugta (KLST), the QUID does not share intelligence, and frequently operates against those organizations, despite the Venturian Union Accords Against Espionage.
