The President of the United States of Quentin is the chief executive and head of state in the government of the United States of Quentin. The current President is Clint Toll, who was sworn in on January 1st, 2022. The President has resided at the famous 777 Cupboard Place since 1870, and, on weekends, the Grassland Executives Retreat in Woodhill, and has overall more power than any other person in the government. The President's powers include passing laws from the Congress of the USQ, appointing members of his Cupboard, who run various departments and operations in the country, as well as setting the budget with the GTNEC of the USQ and Congress.

The President is elected by a group called the Quentinian Presidential Election Committee, made up of a number of representatives from each state, elected by the people of that state, who look at the popular results from the people's voting and make a decision on who to vote for. The President is then elected on a majority of representatives, and serves 4 year terms, for a maximum of 7 terms in office, or 28 years.


Powers and Responsibilities

The President had numerous powers, as he/she is the chief executive of the USQ. Their powers are outlined in The Constitution of the United States of Quentin, in Article III. The first of the President's many powers is to examine bills passed by the Congress of the USQ. They can either veto the bill, which sends it back to Congress for a possible override, or sign the bill, which is then sent on to the Supreme Council of the United States of Quentin for their approval or rejection. This is possibly one of the more important responsibilities of the Presidency, and the most frequent.

The second responsibility the President has is to both set up and manage the Cupboard, which both advises the President and runs specific Federal Quentinian Executive Departments which manage different issues throughout the nation. After the term of the President begins, the President must submit choices for all 12 members to the House of Bureaucrats by January 31st. It is not uncommon for the President to allow a few Cupboard members from the past Presidency to stay in the Cupboard if they wish, however most members are usually new to the positions. The new members, unless they have already served in the Cupboard recently, (Past 7 years) must then be approved by the House of Bureaucrats. Once members of the Cupboard are approved, the President has the responsibility to convene with them regularly for advice and reports, as well as assign them any tasks needed. At any time during the Presidency the President has the ability to remove any Secretary for any reason, and replace them.

One major power of the President through this Cupboard power is the ability to have one of the largest government influences on the United States of Quentin Military. This is because the President appoints the Quentinian Secretary of Defense, who in turns communicates closely with the Supreme Commander of the Quentinian Military, and although the President cannot directly control the military, they certainly do have the most influence over the nation's force in the government. War is also something the President has large influence over, as a declaration of war is the only bill the President can present immediately and without delay to Congress, however the President cannot independently declare war. The President has numerous other minor powers and responsibilities, many of them not dictated in the Constitution but established through tradition, past bills or Supreme Council decisions. One of these dictated by tradition is the expectation for the President, as the head of the executive branch and face of the nation, to attend numerous public events and foreign engagements. Although they may be part of some negotiations at treaty signings or international conventions, the GTNEC of the USQ generally negotiates the chunk of most deals, with the President merely being present. Yearly budgeting is also partially handled by the President, who consults the Cupboard and finds out how much money will be required for the next year, in collaboration with the GTNEC, who makes sure the money amounts fit into the amount in the treasury, and the House of Bureaucrats, who approves it. Anyone committing a federal-level crime can be pardoned by the President as well, if he/she wishes, although it must be approved by the Supreme Council.

Eligibility and Election Process

Running Requirements

Under the Quentinian Constitution, any citizen born in the USQ and is a registered voter can run for President by registering at the state capitol, however the winner selected has always been chosen by a major political party. You must be at least 28 years old on January 1st, or your inauguration day, to run as well. Other disqualifications are committing a federal crime in the past, or not living in the nation for 21 years or more.

Campaign and Nomination

After a person who fulfills all these requirements is registered to run, and if they are running for a major political party, they must win the political primaries. The political parties use primary races to narrow down their field, and choose the one candidate to represent the party. This process varies by political party, but especially with the Mild RePublican and Fundamentalist parties, the nomination process follows a series of steps: official registration under the party's name at the capitol building, debates with other candidates of the same party, campaigning, and a vote by the party's administrative members to determine who will be the sole representative candidate of the party. Usually the campaigning and registering begins on September 7th, one year and a few months before Quentinian Federal Election Day with candidates being chosen for each party on June 1st of the following year, before the candidates begin campaigning against the other candidates.

It is traditional for the candidates to visit all 10 states during their election time, and multiple cities and communities within those states to reach as many voters and issues as possible. A large strategy of campaigners is to form bonds with these communities, and be engaged with them. One example event of this is the annual Stonesthrowe Political Debates, where candidates usually show up in the small town of Stonesthrowe to debate amongst the town's 500 residents.

Election

The President, unlike other officials in the federal government, is not elected directly by the people of the nation. Instead, the votes of the citizens of the nation cast their votes for members of the Presidential Electoral Committee, which includes representatives from each state. These representatives vary by state, to ensure that higher population states and states more important to the nation are more represented in the election of the President, like what happens in the House of Bureaucrats. The people elect these representatives directly, and on election day for the President, all citizens cast their votes for the President. These votes are then taken into account by the representatives, who vote for whatever candidate they believe is the best, although unless the vote is extremely tight, usually these representatives will vote with the majority in order to be reelected.

Residence

The President of the United States of Quentin's official residence is 777 Cupboard Place in Mechanicsburg, GA. The address was first chosen by Olivia Ehresman for her presidency in the 1870's, and she personally designed the layout and design of the building. It was not meant to be an official residence, as before then Presidents had chosen their own residences. However, the design of the building and its location in the city became beloved by the citizens of the city, and Milo Murphy, the next President, liked the building as well, and it became tradition. In 1925, it became the official residence by an executive order.

The Grassland Executives Retreat, more commonly known as Camp Ellison, is the President's special event and every other weekend home, located in Woodhill, GA.
