The GTNEC (Short for General Treasurer, Negotiator, and Executive Commissioner), is a part of the Executive Branch of The United States of Quentin government, part of the Cupboard and the chief adviser to the President of the USQ. The current GTNEC is Gretchen DeArmant, who was sworn in January 1st, 2010. The GTNEC and their family lives at 777 Cupboard Place, in Mechanicsburg, GA. The GTNEC is appointed by the President, and the appointment is approved by both the House of Bureaucrats and the Supreme Council. The GTNEC serves for however long the President is in office. In some rare cases, such as Max Wagner in 1834, the GTNEC is chosen again by the next President, and so on, so that they serve longer than the President that appointed them.

The GTNEC's primary powers are being the treasurer of the country, managing finances and submitting a final budget for the year, along with taxes for the year. The GTNEC heads the Department of the Treasury in this role. The GTNEC also is the primary foreign representative of the USQ, meeting with world leaders and also arranging treaties and agreements with them. The GTNEC also advises the President, and discusses topics with him in his second-in-command position in the Cupboard.
