Territorial Delegates to the Quentinian House of Representatives
Territorial Delegates to the Quentinian House of Representatives are federal delegates of the United States of Quentin elected by the people of a Quentinian federal territory to represent them in the Quentinian House of Representatives. The delegates do not have the same powers or lawmaking statuses as Representatives from states do, however express their territory's views on certain bills with a vote called an Hors de Propos, can introduce bills into the House with 2 Representatives or other delegates, and can alert the House to potential issues or needs with speeches on the floor.
The position was created after the acquisition of JP Island in 1853 from Allia, by the Eighth Amendment, which also specified its duties, powers, eligibility, etc. As new territories were acquired, new delegate posts were created, however by the late 1800's all territories except for JP Island had been confirmed as states. This continued until the mid 20th century, when the Venturian Wars resulted in the military occupation of numerous territories, which were each given a territorial delegate.
Later in the 20th century, most of those territories were relinquished, however today there are still 4 territories, and thus 4 territorial delegates, the Berlinsavis Territorial Delegate, the JP Island Territorial Delegate, the Territorial Delegate of the Kade Islands, and the Raven Islands Territorial Delegate. The delegates are elected by a majority vote from their citizen populations, and serve 5 year terms, with a maximum of 4 terms. Today the delegates are prioritized more highly by the House and its representatives, as the influence and population of the island territories continues to rise.
