United States of Quentin Federal District Courts
United States of Quentin Federal District Courts are the general trial courts of the United States of Quentin federal judiciary. Both civil and criminal cases are filed in district courts, each of which have the power of courts of law, equity, and admiralty. Each court also serves as a bankruptcy court. Each federal judicial district is assigned its own district court and courthouse, and all decisions of the federal district courts may be appealed to a corresponding federal court of appeals, or in some cases to the Supreme Council. Federal district courts do not serve as a appellate court, and do not handle state or local appeals, which are appealed on the state or local level, or to the Supreme Council.
The federal district courts of the United States of Quentin were not established by the Constitution, like many other parts of the federal government, however were created by Congress, specifically with the Federal Court Incremental Establishment Act of 1841. The framers of the Constitution did not include district courts, however many of them supported a wide-reaching and strong federal justice system, and the first officials of government largely shared that belief, particularly as under Quentinian quasi-federalism the states are considered only essential administrative units under federal control. As the Constitution did not include the concept of federal courts, however, some early lawmakers felt only an amendment could establish federal courts, although they were in the minority. The majority believed an act of Congress could create federal courts because the act did not contradict the Constitution, but merely created a new concept, an idea the Supreme Council agreed with when the act was passed to the body from the Congress and President.
The current judicial districts are arranged in a way that spaces them out evenly throughout each state. Two judicial districts, the Kahoot and Eastern Chip District and the Peninsular District do not correspond directly with states, as the former includes both the Kahoot Area and a part of the Chip Area, and the latter is a part of Snowland separated from the main Snowland judicial district. Territories have one judicial district each, however are the same as state federal judicial courts in power, purpose, and jurisdiction.
