Plot

At the beginning of the film, we see a news narration from a reporter (Laura Kropps) explaining recent events, including that a terrorist group called Quexcock have been terrorizing Quentinians, and have conducted several attacks on the nation. They then go on to explain that a company called PrevTec Industries has put forward a solution, which is to launch an advanced satellite attack system, that would be funded by The United States of Quentin government, and put into space to shoot down any potential threat. Finally, the reporter says that Congress will be meeting today to vote on the new system, which has received overall support from Congress except for Congresswoman Jenny Portall (Felicity Steque), and that she expects the whole country to be expectantly waiting for news of the vote.

We then see Congress debating on the issue, with many of the Congresspeople debating for the bill. However, Jenny Portall is adamant in her criticism of the bill, and tries to reason that, "...with this satellite, PrevTec Industries will have the capability to wipe out anyone on Venturia they disagree with, or think might have a negative effect on their business." Gwendell Stewart (Marielle Anderson), head of the corporation and a Congresswoman, stands up and replies, "Well Ms. Portall I completely understand your concerns, but I must say aren't they a bit extreme? I mean, first of all we'll have government supervision over the whole thing, with a panel led by me..." Jenny then interjects, "That's it, isn't it? It's going to be headed by you."

A number of others are in an uproar, and one says, "Look, Ms. Stewart is a completely trustworthy woman, she's been here for years, and she has done great things for the nation." Jenny responds by saying, "Trustworthy? Yes, really trustworthy, I mean Gwendell, how many bills have your proposed in the last year to give you extended power over this Congress? How many people in your inner circle have you had fired just because they disagree with you, or decide to tell the press about some of the horrific things you've done, things that you call, 'great?'" After she says these things, and uproar ensues, and the Congress is going crazy. Gwendell attempts to fight Jenny, and they are both held back by security when Jenny says, "How many pounds of drugs were smuggled over the border this month alone just because you need to buy another flat screen TV?"

Finally, the two are escorted out of the chamber, and we then see Jenny at her desk in her office.
