Cornelius Dedalus Riplop, also known as "Neal the Ripper," was born on July 3rd, 1878, in Livjessville, The Kahoot Area, The United States of Quentin. He was born to a father who was constantly in and out of jobs, and when he was 6 years old, in 1884, they moved to Port Jaron, in The Chip Area, which was newly acquired from Punctinaturalland, for one of his father's new jobs. In his journal, it recounts his attempts at making money by selling fish along with delivering some shady packages for local groups such as The Mukdukk and The JP-Mellio. In 1893, he left his house and family forever, joining the Mukdukk gang.

There he was at first a part of the smuggling division, and went all over the CA to deliver illegal substances. In 1900 he was promoted to being part of the club scene, and moved to Rodriguezville. In the city he partially owned at least 8 casinos and bars, and was tasked with collecting info along with making a profit and getting local contacts. In the alleyways behind one of his bars teens played a game, the forerunner to what is now Quentinian Quadrathameet. Cornelius saw this, and liked it. In 1915, using his extensive contacts from the city he had picked up in the previous years, he was able to gather a publishing company and recreation department members from every state to the city of Rodriguezville to write and approve a set of official rules for the game. After that, he and fellow members from the Mukdukk gang tried to sue local citizens for using their rules. They took it to the state court of the CA, but the court ruled in 1918 that they had no right to sue because rules are part of The Recreation Bill of 1846, and cannot be patented. Also they were co-written by numerous recreation representatives, and they wanted everyone to use the rules.

After the case, Cornelius got into arms and weapons dealing for the Mukdukk. However, he was already on the radar of the government after the court case, and agents from The Quentinian Intelligence Department started to tail him. Sometime around 1921 they had a confrontation near Rodriguezville, and Cornelius shot and killed 3 of the 5 agents that confronted him. Now a wanted criminal, Riplop ran and tried to get out of the country by way of Port Jaron. Near the docks Riplop was caught by 12 agents trying to get on a ship, along with illegal substances he was carrying and 2 rifles. They had a shootout, and Riplop was wounded. He was taken to court and convicted of possession and sale of illegal substances along with murder. He was sentenced to life in prison, but only lasted 2 weeks until he died in Trem Prison in Liberation City prison on September 9th, 1922. He never married, but had 3 children, all of whom are dead. He was 44.
